I'm gay (26/m) and I'm attracted to my supposedly straight neighbor. We don't usually talk or anything. I know for a fact that he's not getting laid and can't afford to get a hooker either, should I offer him a blowjob with NSA and explain that I don't expect anything in return? I'm moving out from the country in a few months, too, if that can help.

If your neighbor is straight, I don't think he would be interested in your offer. What makes you think he is only "supposedly" straight? You don't talk to him and don't really know him, so how can you really infer anything like that? I mean make the guy an offer if you want to, but it sounds like you're just being hopeful more than anything that he will say yes.
