Me and my boyfriend have been together over a year, we do pretty much everything but sex and oral things. I want to have sex but he doesn't want to. we are 16 btw and everytime sex gets brought up he says he doesn't see us doing that. but he likes my vagina and tits. idk what to do

He's probably just a bit nervous about crossing that boundary - if he's a virgin, then maybe just a bit unsure about how things will play out, and whether it feels right or not. Talk to him about it and try to understand what's stopping him, and how you feel about your relationship. Don't forget what you learnt in class if you move forward!

I honestly think he is embarressed of either A) Not knowing if he'll do it right. OR B) Small Penis. It's the only two things i can assume because what person would be in a relationship that long and not do it and not plan on doing it. Whats the point of him even getting into a relationship if he will never take it to that next level.

Have you asked him why not? Maybe if you tell him your scared it might get him to open up

Have you tried communication: ask him why he doesn't want to have intercourse with you. You are 16, what's the rush? Maybe your boyfriend has concerns about getting you pregnant, which at 16 isn't clever! It sounds to me like he has thought about this very carefully and maybe isn't happy to throw his life away for 10 minutes of fun. He sounds very sensible.
