Is my neighbour being unreasonable?

I live in a small flat with a neighbour above. Our walls are thin. Several times a week after he returns from work, he begins a speakerphone conversation with his family and friends which I can clearly hear in my living room and kitchen. This will usually last from about 4:15pm until around 9:30pm. He conducts most of the conversation by his open window (even in the coldest weather). This makes me feel insecure, invaded and frustrated, as I cannot escape this constantly buzzing sound. I have asked him courteously to close his window, as this would greatly reduce the transmission of his noise. He refuses, saying that because he doesn't do this late at night, I have no reason to complain. Am I being unreasonable?

In fact, it's probably that the phonecalls are his entertainment accompaniament WHILE HE'S SMOKING. 5. In fact, the answer is - B*llocks do you not have reason to complain! But then, he would say that, wouldn't he, think about it. In fact, Noise Pollution applies to daytime hours as well. HOWEVER, what you can or can't do about it depends on which country you're in and whether you're owner - freehold or leasehold - or renter and whether a rental agent is involved - and what laws your local authority are free to enforce? 6. Nope, not being unreasonable whatsoever. He is. He is being highly inappropriately Anti-Social, is what he's being. EVERYONE knows that if you're going to rent or buy a flat in a block, that such close quarters will automatically demand a greater level of considerateness towards ones neighbours, NOT BLOODY NONE! I actually think you're being too reasonable. Thoughts?
