Very cheap boyfriend

My boyfriend is incredibly cheap. If he ever pays for anything for me in the company of other people he expects me to pay him back the next day. He never takes me out on dates. He always uses the same excuse when we're out: "I don't have enough cash on me"... Then use your card?! He'd never do anything as simple as buy me a drink let alone a dinner or a movie ticket. If he ever on the off chance does buy anything he makes sure I know the exact value of it so it's rude. On Valentines Day he bought me like a $2 fake rose and expected me to be happy and we didn't go out anywhere. I'm doing Honours and he's working so he doesn't really have any excuse. I really need to feel more appreciated by him but his cheapness annoys me to no end. How do I let him know he needs to stop being so effing cheap? He doesn't seem to get it even when I've mentioned it.
