Woman purposely ignored by other women

I like to feel that I'm welcome, and so I like to extend small welcoming gestures like smiles and eye contact to other women in public places such as restaurants, convenience stores, or public events. Often, a woman will make an effort not to engage me or make eye contact, and it feels hurtful to me. I don't want to impose on anyone, I just like to extend recognition and courtesy, but I often feel shut out. Why does this happen to me? Am I being presumptuous in my subtle friendliness? I don't expect to become attached at the hip to everyone I see, but it makes me feel bad when other women look away and avoid eye contact with me. Is there something that I don't know that makes some people dismiss me outright?
