How to tell my friend he needs to be better with his finances?

I have this friend that always asks me for money. Every time someone asks him to go to an event( party, club, going out to eat. Etc) he acts like he has to buy a new outfit. One time he spent 60 dollars to buy an outfit for the club. And I kid you not, at least every other month he asks to borrow money, and I don't understand why he always asks me to help; I guess it's because I have multiple savings accounts(but the funny thing is, I am the mean friend). he never ask our other Friends to borrow money. When I talk to my other friends are about him always wanting to borrow money, they say that he acts like we dating (always running to me for help). At first when he would ask me for money, I did give it to him( it would be no more than 20 bucks, and he would pay back with interest) but a couple months ago he asked to borrowed 60 bucks and never paid me back. Since then he asked me for money twice. Once to buy an alternator for his car, and yesterday to pay his car note. He makes more money and works more hours than me, why is he always broke? How can I tell him no and that he need to get his finances together? because it's to the point where I don't want to deal with him anymore. Even his own parents don't want to loan him money. I'm asking how to do this nicely because I'm to the point of cussing him out, asking him why the f&#k he can't save money! And idea or tips are welcomed. Thanks

say no - it's that simple as that : his problem is not your problem - you deal with your limits and make them clear and he deals with however he decides to conduct his life - don't cuss him out : let him deal with his own stuff - you just state your limits in a calm and friendly but clear way (and ask for the 60 bucks) :)

I'm with Thedynamicsofsoul on this one. You've got to be stern about this. But theres no reason to escalate to hostility. A firm no, and some honesty should be all you need. When worse comes to worst, he'll learn on his own to be more responsible. I sure did lol. Hope this helps :)
