Who to contact

I live next door to a dirty neighbour and want to know who to contact about the litter, cigarette stumps and weeds at the side of there house. They have a little garden and they dont care how it looks and they have only been living there three months. They rent privately but have a different landlord to me. I have contacted the council but they said they be able to help but if it is unsightly they might not have any legislation and powers to do anything. They also throw there cigarette stumps by my car. I will not talk to them to try and see if they will clean up because they are just the kind of people who dont give a damn about anyone except themselves and are not worth giving the time of day to. They also think they can park there big van on the road out side our house even thou we have lived here for over 2 years and have always parked outside our own front door. I know we dont have a drive way but the neighbour before them never parked there car outside our house and i dont think its right,

I live in the uk and i have contacted my local council like i said so any other ideas please?
