A year and still not official

I met this guy a year ago in March. We went out for the first time in the beginning of June. We spent all summer together acting like a couple. Then he left in August for an out of state college. We talk daily and we're still committed to each other. Everytime he comes home we pick right back up where we had left off. He tells me he loves me and I feel the same but he won't make "us" official. Meaning he won't make me his girlfriend. Anytime I bring it up, he apologizes and tells me that we will be eventually but that he doesn't want to be "a couple" while he is away at college because he feels he can't fulfill the roles of a good boyfriend because he is so far away. In my eyes we already act like a couple and the only thing that would change is the titles. We don't date other people and we text all day everyday and we also Skype a lot. I don't understand what the difference would be. All his friends and family call me his girlfriend and it really hurts knowing that he doesn't want to be able to call me his girlfriend. All I want is the reassurance and sense of commitment that comes with an official title. We've been whatever we are for almost 13 months. Its really driving me crazy because I feel like I want it more than he does and that I'll end up waiting for nothing in the end. Any advice would be greatly appreciated.
Let him go. It look like he isn't taking you serious and you shouldn't wait until he is bored with other girls and finally wants you
Give him an ultimatum. Explain your position first (do this in person)
Tell him your feelings, if he doesn't feel the same then tell him this isn't fair to you and you can no longer wait for him to decide when the right time for you to become his girlfriend is.
