Was it a drunk text?

Me and this guy met 3 years ago but haven't seen each other since. At my step sister wedding we.danced and caught up and I gave my number for whenever he wants to hangout. Any who on my step dads birthday he came with my step sister and her husband. We watched a movie with my brother and his girl. And we were all drinking ( I drank one glass of wine and he drank beer.) And like went outside with everyone else and we were quite. They left and all and then he texts me asking if I could keep a secret and I said yea then he said he wanted to kiss and I was kinda happy cuz I kinda like him and it obvious to everyone he like me. Anyways ever since he said that he has been avoiding me and I can't get him out of my head. Was it a drunk text he regrets?
