What does he want from me?

Hi, its been 1 year know that I met this guy at school that I really like. We met at a party (not very romantic), he was really into me at first but I wasn't at all and as time passed I started to learn more about him and I really liked him. Since then there is this extremely intense chemistry btw use. Every time he's at the same party or club as me we can't help but staying together. But, I started to get bored of being just hook up buddies so I asked him what we were for each other, he told me he really likes me and that he has feelings for me but that with IB etc... he doesn't want to be in a relationship (ok sorry but that's total bullshit). Anyways I got the message and took my distance for a while in order to forget about those feelings I have for him. But he keeps on texting me and caring about what I do, say and feel... I don't get it, I don't know what to do. I imagined everything really but none of my scenarios can help me understand why he doesn't want us to be a couple. Any advice or explanation that I can't see ?
