Apartment neighbor has turned against me

After living here 2 yrs, she refuses to share the laundry room, which has older coin washer and dryer installed. Only she has the key. My landlord never bothered to save or copy. I never have had the key, but she used to leave unlocked. No longer. She claims that since I do not want to pay 1/2 the price for a new washer and dryer, she will prevent me from using the equipment that is there and will not allow me to use the new stuff, if and when she purchases that. So far, she refuses to speak to me. We are both tenants in an HOA, paying our individual landlords. The HOA has no interest in my affairs and my landlord is helpless. Do you see a method I could employ to convince her to help me out, so I don't have to be paying someone to do laundry for me? I have slipped notes and letters to her about other matters and have not heard a word, using that technique. Any suggestion is appreciated. Thank you very much.

Surely it's the LANDLORD who is responsible for the provision, upkeep or replacement of a new washer-drier? So if you're saying your attempts to appeal for help from the landlord and then as well the housing association(?) have failed, and given that an amenity that forms part and parcel of the rental package is being denied you, shouldn't your next step be to find alternatively accommodation elsewhere?
