How should I react to this?

A while ago, I went out with someone for six months. I ended up breaking up with him because he didn't hold my hand, he didn't tell me he loved me in person an awful lot, and he didn't even kiss me in the whole time we went out. It made me feel like he wasn't really committed to the relationship. That was about a year ago. About five weeks ago, he and a few mates stayed round one night and when everyone else had gone home, we ended up confessing to each other that we still had strong feelings for each other and it was also revealed that we were each other's first proper relationship and so he was just afraid of ruining the relationship. Subsequently, a week later, we got back together again. We have been going out for four weeks now and we now cuddle and have held hands a couple of times, but he still seems shy and I don't see him making a move to kiss me or anything any time soon. But, I'm afraid if i complain about that again, he will just feel pressured and get annoyed and back away. What do you think I should do?
