So confused

I have been seeing a man off/on for last 90 days. Been very up and down. He has called it off 3 times. We resolved to be friends w/benefits. He is moving 3.5 hours away. Today, I received text from him that he is suspending dating indefinitely because 1. His new job which is resulting in move and 2. He had received frightening texts from person who was unbalanced and he called cops. He said "This was not a referendum on me or our friendship". Can anyone explain to me what he means by this? Also, is he still interested in me by texts when he could just not text me? We go days w/o texting. I was leaving him alone. Please advise me.

referendum: a general vote by the electorate on a single political question that has been referred to them for a direct decision. he could have said:"this was not a direct decision twords you or our friendsship" it probably has to do eith that other woman he probably doesnt want her to start trouble thats an idea... plus long distance relationships are hard to tackle and friends with benifits is just a simpler way of saying i want to be with you but i want to soil my wild oats elsewhere as well. i had freids with benifits with 5 people all at the same time its an open relationship. you can call it whatever you want to but it means the same thing. you should get out there date more, there is online dating now there is plenty of sights you can go to! but don't be waiting on him to come back to you! not saying he won't or will i am just just saying try at open your self up to new experiences!
